Is the plastikote 624 rust supposed to turn black?

Doesn’t turn black as noted on bottle. This product did not say "automotive" on it when I ordered it but the bottle says automotive. I used it on my outdoor roof top swamp cooler. It’s suppose to turn black but it’s been almost 24 hours and it hasn’t turned the least bit black.
